Judicial Temperament: Violation of Judicial Canon 3: This ethical rule explicitly mandates that judges must be "patient, dignified, and courteous" to all litigants. Arrogance and condescension from the bench are direct violations of this administrative standard. Fairness & Impartiality: Asymmetrical and Biased Treatment of Evidence: The judge applied completely different standards of accountability to each party. She gave blind deference to a petitioner who committed documented perjury on their sworn declaration, while entirely shutting down the defense's lawful attempts to present the truth. Active Protection of a Dishonest Witness: Rather than allowing a fair trial, the judge used her position to shield the petitioner from being legally impeached. By blocking critical evidence that proved the petitioner was lying under oath, she actively facilitated an unjust and biased outcome.Prejudgment and Hostile Demeanor: The judge's condescending communication and refusal to weigh conflicting evidence fairly proved she had decided the outcome before the defense was ever heard. This biased approach stripped away the fundamental presumption of innocence and the right to a fair hearing. Fairness is not an option for a judge; it is a strict constitutional mandate. Judge Allen’s overt favoritism and refusal to act impartially represent a severe breach of judicial ethics and a betrayal of public trust. Communication: This review addresses a chronic, systemic failure of professional decorum, communication, and basic human decency by Judge Allen. Across multiple hearings spanning different courtroom venues, this judge has consistently abandoned the requirement to be patient, dignified, and courteous, relying instead on a deeply hostile and aggressive temperament Legal Knowledge: defense presented clear, verifiable, and irrefutable proof that the petitioner lied under penalty of perjury in their original declaration. Rather than striking the compromised statement, the judge ignored the fraud and treated the perjured declaration as credible evidence. Abandonment of Judicial Impartiality: Siding with a party who has been demonstrably caught lying on the record proves the judge was operating with a predetermined bias [1]. She abandoned her role as an objective arbiter to act as a protector of the petitioner, completely stripping away the presumption of innocence. Knowingly validating perjury from the bench is not a matter of judicial discretion; it is a profound failure of legal knowledge and a violation of the Oath of Office. Judge Allen’s actions severely compromise the integrity of this court. Material Misrepresentation: The lie in the declaration wasn't a minor detail; it was "material," meaning it was the exact lie the judge used to justify the anti-harassment conviction or order.Abuse of Discretion in Fact-Finding: While judges have the right to decide who they believe, ignoring physical or documentary proof of perjury crosses the line into an "arbitrary and capricious" decision that can be reversed on appeal.Fraud upon the Court: When a party lies on a sworn declaration and a judge knowingly allows it to stand, it corrupts the very mechanism of justice, providing immediate grounds to vacate the order. Judge Allen carries on those above actions in the courtroom she substitutes in throughout Pierce County.
