Base Context – J&D Court / Hon. Melissa Pagans Keen Hon. Melissa Pagans Keen presided over proceedings that resulted in the unlawful removal of my minor children on July 8, 2024, despite my full compliance with court orders and no evidence of wrongdoing on my part. Key facts: Removal Based on Third-Party Hearsay: Decisions were heavily influenced by unverified statements from third parties, including step-siblings and the biological father, rather than verified evidence or first-hand testimony. False Allegations and Unsubstantiated Claims: Allegations of stalking and abuse were used to justify removal, while legitimate concerns regarding the biological father and stepmother (including children reporting drug paraphernalia in their home) were ignored. Procedural Irregularities: My filings and motions challenging removal, questioning service, or raising procedural errors were blocked or ignored. I was denied meaningful notice and opportunity to participate, including no access to hearings remotely. Ex parte communications occurred without my presence or ability to cross-examine witnesses, including the escorting of my 10½-year-old child into chambers. Impact on Parental Rights: These proceedings directly contributed to the erosion of my constitutional and fundamental parental rights under both U.S. and Virginia law. This base context highlights the factual, procedural, and evidentiary anomalies in Melissa Pagans Keen’s court actions, which are central to any accountability review, Supreme Court filing, or complaint regarding the J&D proceedings. Legal Knowledge: Comment / Observation – Judicial Conduct and Case Management Hon. Melissa Pagans Keen presided over Juvenile & Domestic Relations Court proceedings that resulted in the unlawful removal of my children on July 8, 2024, relying primarily on unverified third-party statements and ignoring first-hand witness testimony. Procedural concerns include: Denial of notice and opportunity to participate in hearings. Consideration of ex parte communications and removal actions without cross-examination. Blocking of filings challenging removal, questioning service, or raising procedural errors. Decisions influenced by unsubstantiated claims while valid evidence of environmental and custodial concerns (e.g., drug paraphernalia in the biological father’s home) was disregarded. These actions directly impacted my constitutional and parental rights, undermining due process, transparency, and fairness. Fairness & Impartiality: Observation – Fairness and Impartiality Hon. Melissa Pagans Keen has demonstrated a systemic disregard for fairness and impartiality in the Juvenile & Domestic Relations Court. Despite my full compliance with all lawful obligations and filings, the court: Falsely labeled me as FTA despite the fact that I was never lawfully served for hearings, including a January 20, 2026 child support hearing of which I had no knowledge. Ignored procedural safeguards designed to ensure impartial adjudication, including my filings, requests for medical non-appearance, and motions to participate remotely. Relied on unverified third-party statements and private party claims, while disregarding first-hand evidence, witness testimony, and reports that contradicted allegations against me. Permitted ex parte actions and communications that directly harmed my parental rights and legal standing, effectively prejudicing me before I could present a defense. These actions amount to a fundamental violation of due process, equal protection, and parental rights, demonstrating partiality, procedural bias, and abuse of judicial discretion. The labeling of me as a “fugitive” and proceeding without my notice or service is not only unfair—it is legally indefensible and factually baseless. Judicial Temperament: Observation – Judicial Temperament Hon. Melissa Pagans Keen exhibited a pattern of aggressive and hostile courtroom behavior throughout proceedings affecting my parental rights. Specifically: She repeatedly yelled at me, used threatening language, and labeled me “dangerous”, creating a climate of fear and intimidation. She invoked threats of contempt repeatedly, to the point that I lost count of the instances, using procedural authority to coerce compliance rather than facilitate justice. These behaviors undermined the dignity and decorum of the court, compromised my ability to participate, and directly contributed to the denial of my constitutional and parental rights. The temperament she displayed was antithetical to impartiality, fairness, and judicial decorum, and it caused ongoing trauma, stress, and CourtPTSD. This repeated hostility, intimidation, and punitive behavior reflected a severe deficiency in judicial temperament and a consistent disregard for the legal protections owed to parties, especially those asserting their parental and due process rights. Communication: Observation – Judicial Communication Hon. Melissa Pagans Keen demonstrated unprofessional and biased communication throughout the proceedings affecting my parental rights. Specifically: She allowed opposing counsel, Claudette Suzanne Robertson, to privately meet with my 10½-year-old child in her chambers, without my presence or the opportunity for cross-examination, undermining procedural fairness and due process. Despite the private meeting occurring in the context of serious custody and parental rights matters, the court took no steps to ensure transparency, accountability, or protective measures for my child, effectively prioritizing opposing counsel’s discretion over impartial oversight. The following year, Ms. Robertson was awarded a judicial appointment in the Juvenile & Domestic Relations Court in the same jurisdiction, raising serious concerns about the appearance of bias, conflicts of interest, and the influence of her prior actions on subsequent judicial decisions. Overall, Hon. Keen’s communication lacked clarity, transparency, and impartiality, creating confusion, intimidation, and a perception that opposing parties were favored over the rights and participation of the parent. This pattern of communication compromised fairness, hindered my ability to participate fully in proceedings, and contributed to the denial of my parental and constitutional rights. Timeliness: Observation – Timelines and Procedural Management Hon. Melissa Pagans Keen mismanaged and delayed proceedings over two consecutive years and ongoing, resulting in ongoing abuse and denial of my rights. Specifically: She initiated unlawful actions on July 8, 2024, removing my children, based solely on unverified third-party hearsay from court actors and private parties, without any substantiated evidence implicating me. Consequently, all resulting court orders, capiases, and writs are void ab initio, lacking lawful jurisdiction or enforceable effect. Despite my compliance with court orders and submission of medical filings, she refused to act on motions, recall FTA designations, or quash capiases, effectively maintaining me on a false fugitive and FTA list through the second year of the case, into March 2026. I was never properly served for hearings, yet the court continued to list me as FTA and issue capiases. Additionally, a false child support hearing was held on February 17, 2026, without my service or knowledge, further demonstrating procedural abuse and disregard for due process. These delays, combined with reliance on unverified third-party hearsay from court actors, exacerbated harm to my parental rights, personal safety, and liberty, causing ongoing life-threatening stress and CourtPTSD. This pattern of delayed, obstructive, and punitive timeline management from July 2024 through March 2026, relying solely on unverified third-party hearsay from court actors, reflects deliberate disregard for procedural fairness, lawful jurisdiction, and the administration of justice.
