Fairness & Impartiality: Howard sentenced a man to no bail hold until trial. Custody interference, Defendants ankle monitor stopped working after wearing it for over 7 months no issue. defendant lived 7 hours away. defendant made it to nh via coach busses and was subsequently held with out bail. causing him to cave and take the plea he swore he would never take prior to being held without bail. Howard held a non violent father in jail for over a month while prosecutor strong armed him and took advantage of his deteriorating mental state
