Fairness & Impartiality: “The court issues this order despite the disrespectful and hyperbolic nature of the defense response, which the court finds borders on contemptuous. The court reminds defense counsel of every lawyer's responsibility "zealously to protect and pursue a client's legitimate interests, within the bounds of the law, while maintaining a professional, courteous and civil attitude toward all persons involved in the legal system." That would include this court. Defense counsel can disagree without being disrespectful: they have failed to meet that mark here, and the court expects better.“

The county is trying to extort restitution money from me knowing full well that the entity named on the original restitution order NO LONGER exists, an investment group out of Missouri that owned an apartment complex wherein an incident occurred 10 years ago. As part of the original probation agreement, I was ordered to pay 19,500 for supposed damages occurring from a burnt bed spread I. one of their units. Fast forward 10 years, the probation was revoked in 2019, I was sent to prison and released on parole in 2024, set to serve out last August...until Jeff County discovered the restitution order and convinced my PO to petition the board to add the order to my stipulations, DESPITE THAT IT WAS NOT PART OF MY ORIGINAL STIPULATIONS RECEIVED UPON RELEASE. Told my only remedy was to petition the court, Kaelins court, for a clarification/modification to have it rendered as a civil matter rather than criminal...prepared an in depth motion delineating all the facts of the case including the non-existent group whom the damages had been suffered by, my indigent 0 income status as a disabled vet, mental health diagnoses, and the fact that a proper evidentiary hearing was NEVER held to determine the validity of the extent of the damages that would warrant so hefty an amount. She (Judge Kaelin) refused to let me speak, would not read the motion, and declared the matter closed because I had " agreed to the order 10 years ago under Judge Cunninghams direction"...she is extremely rude, belligerent and interested only in furthering the schemes of a crooked county judicial machine bent on siphoning money and resources from anyone unlucky enough to fall prey to their devices. Legal Knowledge: Tried to say that Bearden v. Georgia did not apply to my case despite that case being a benchmark decision utilized by the KY Supreme Court in determining any willfulness of non-payment of restitution. Fairness & Impartiality: Only interested in furthering the designs of a crooked and corrupt county judicial mob Judicial Temperament: Mean, rude, demeaning to any and all civilians, and arrogant beyond belief Communication: Unable to articulate any legal concept beyond "this is my courtroom and I say so!" Timeliness: works on her timeliness and her timeliness alone

A lawsuit against Pashens Fitzpatrick, Guardian ad Litem in my case that continues on my case and continues to act outside of her role. Legal Knowledge: Judge Kaelin received the lawsuit from me and Pashens Fitzpatrick, 12 days past her 20 days to respond to the lawsuit, filed a Pro Se motion to dismiss because I didn't state a claim and her quasi-judicial immunity, in retaliation to me emailing her in my Family Court case requesting an itemized bill as GAL on my case. Pashens Fitzpatrick e-filed the motion and never sent me a copy. I found out because I have to keep up with the case as a Pro Se Litigant to find out what has been filed in my case. I responded that I did state a claim and submitted evidence on some of the things that Ms. Fitzpatrick has done outside of her role and has harmed me and my children. Ms. Fitzpatrick then hired two attorneys and started filing motions for anti-SLAPP, stating that Ms. Fitzpatrick's has free speech as a GAL that should be protected. There were several pleadings from myself and Ms. Fitzpatrick's attorneys. Her attorneys filed a motion to dismiss based on anti-SLAPP and Judge Kaelin stated that she will send an order out after all of the pleadings were in. About a month later Judge Kaelin send an order out dismissing the lawsuit based on Ms. Fitzpatrick's Pro Se motion to dismiss. A short time later I received information that Pashens Fitzpatrick publicly endorsed Judge Kaelin on Facebook as Judge in 2018. I then filed a motion to Alter, Amend, or Vacate and a Motion to Recuse Judge Kaelin based on new evidence. Ms. Fitzpatrick's attorneys filed a motion for attorneys fees and at the Motion Hour I made it clear that my motion to recuse her should be viewed before she makes a ruling on anything else. She claimed that she could not find it but she was going to look for it and she scheduled a hearing. I was confused about what the hearing was for and I hope that it is to address her recusal. Judge Kaelin then submits an order that was never served to me but it was used as an exhibit by the opposing party is my family court case. I contacted the Court stating how suspicious it is that I received everything else that Judge Kaelin has sent but I did not receive this order and my Clerk time stamped Motion to Recuse was lost. I was sent a copy two months after the order was entered and it suspiciously stated what I said in the Motion that I filed to alter, amend or vacate and her recusal. Judge Kaelin Stated in this order that took two months for me to receive that she was AMENDING the motion to dismiss the original motion to include that anti-SLAPP to order me to pay attorneys fees. And for some reason my CLERK STAMPED MOTION TO RECUSE JUDGE KAELIN was suspiciously lost. Fairness & Impartiality: Judge Kaelin is down to protect her friends in the Court, including Pashens Fitzpatrick the publicity endorsed her in Facebook in 2018. Judicial Temperament: We had the Hearing for attorneys fees and I stated on the record that I never received the order amending the dismissal and I didn't find out about it until the opposing attorney, ZACK MCKEE, used it as an exhibit in my Family Court case. She got upset and I just put on the record that whatever orders need to be final and appealable. She was more upset and said that she is going to sign the tenured order for me, the Plaintiff, to pay $10,000 in attorneys fees. Communication: Again, I remind you about the amended order that I never received and my Clerk time stamped Motion to Recuse Judge Kaelin suspiciously was lost. That is obstruction to me!! Timeliness: Remember, she looks after her friends in the Court!

Fairness & Impartiality: Judge Kaelin is a liberal, soft on crime, activist judge. Judicial Temperament: She doesn't even try to hide bias. Communication: Many of her decisions are not based in case law. They are merely her own opinions based on her political stance.

Civil Cases Legal Knowledge: Well thought out rulings with an efficiently run courtroom. Pleasant to all parties. Even when she rules against me I respect it. One of the best we have.
