Family Law Legal Knowledge: regardless of his actual legal knowledge-- he did NOT apply the law and coercively pushed the proceedings forward until forced into a rule 109(c). Fairness & Impartiality: He has much better "poker face" than other judges but his clear bias and coercive control of the litigation was ultimately caught on the record Judicial Temperament: This rating is slightly misleading--- Burrows has a very good "projection" of sound temperament and professional demeanor-- which took a long time to fracture. This would be a good trait if not for the fact that he was proceeding ultra vires and coercively controlling the proceedings with clear bias toward representative attorney and against pro se. Communication: During his coercive control of the litigation-- Burrows failed to disclose important information to clarify "judicial mediation"-- the Idaho Supreme Court changed the court rules after this particular judicial conduct was exposed. Timeliness: Intentionally deferred rulings to force proceedngs forward.
